The doctor wanted to put her on Insulin to regulate her blood sugar, but my girlfriend refused. She says she has lived with it for a long time without it affecting her life other than the migraines which she says she can deal with.

It is nothing to do with the blood itself, simply the way it was either taken or squirted into the sample containers. This sometimes causes a problem as it can indicate that red cells have been traumatised in the process and this can give false results.
The preservatives in the tube sometimes cause some bubbling or foaming. This is completely normal.
The bends would not cause bubbles that you can see, and unless you were deep sea diving within the past 24 hours, we can safely rule that one out.
